Technical Monitoring
Monitoring of the projects is carried out jointly by the Secretariat and the line ministries in order to ensure a sufficient follow up and flow of information between communities, the district authorities and the line ministries.
Monitoring visits focus on technical as well as management aspects, i.e. a project's implementation progress and financial statements and on the identification of possible problems.
The project is completed after all set targets are achieved and funds received from the KIDDP properly accounted. Beneficiaries must thereafter take charge of the completed projects to ensure their sustainability. To this end, for all projects funded, KIDDI demand a very well defined sustainability strategy in order to develop operation and maintenance plans long before project implementations stars.
Financial Monitoring
The projects will be audited through a series of financial reports at national and district level aimed at verifying the correct use of the funds.
On each semester the District Officer in charge (i.e. District Youth Officer; District Water Officer; District Health Officer) should submit to the relevant Ministry a “District Interim Financial Report” (B1) that consolidates all the expenses undertaken by each project at district level.
At national level, every six months, the ministry's officer in charge from the Ministry Youth Affairs; the Ministry of Water; the Ministry of Health and the Ministry of Local Government should prepare a “Ministry Interim Financial Report” (C1) that consolidates all the expenses made by the Ministry itself.
In addition to this, each relevant ministry (i.e. Ministry of Youth, Ministry of Local Government, and Ministry of water and Ministry of Health) should submit to the Secretariat a consolidated report “Consolidated Financial Report” (D1) that summarizes all the expenses undertaken at district and ministry level.
Finally the Secretariat prepares a final report “Consolidated Ministry Financial Report” (E1) to be submitted to the Ministry of Finance every six months that summarizes the programme financial flows.
