Programme Management

In order to guarantee ownership and assure the sustainability of the Programme, the management of KIDDP is based on the establishment of three ad hoc inter-ministerial structures, which also include the active involvement of the Kenyan civil society, as follows:

1) The Steering Committee (SC)
The Steering Committee is composed of one representative from the Ministry of Finance, one representative from the Ministry of Planning and National Development and one representative from the Embassy of Italy. The SC is the main decisional and policy-making body.

2) The National Technical Committee (NTC)
The National Technical Committee is composed of representatives from the Italian Co-operation the Ministries of Finance, Planning and National Development, Health, Education, Water, Youth Affairs, Local Government and from the Kenyan Civil Society. The NTC's mandate includes evaluating project proposals and monitoring activities to ensure proper implementation of the Programme.

The National Technical Committee meetings are chaired by the Director of External Resources Department, Ministry of Finance, or by his delegate and reaches decisions thought vote (in case consensus is not reached the majority of two third is required).

3) The Secretariat
The Secretariat is in charge of the day-to-day activities of the KIDDP and composed of a management unit, which is responsible for the supervision of projects. The Secretariat provides technical support to the SC and the NTC and ensures that projects are correctly implemented and funds properly used.
