Submission and Evaluation Procedure

Within the indicated districts and sectors of intervention, community groups and/or District Authorities are eligible to apply for funding through the Programme. A summary of the financing procedures is as follows:

1) Project proposals must be submitted to the District Development Committees (DDC) for approval using a specific format (see website: www. kiddp.org). The duration of a project cannot exceed three years and must be within a funding ceiling of KShs. 100 million;

2) The DDC evaluates the proposals in accordance with the District Development Plans (DDP) and submits them to the Secretariat as well as to the relevant Ministry

3) The Secretariat ranks the proposals using a scoring system based on poverty alleviation as well as technical criteria and presents a preliminary summary to the National Technical Committee (NTC);

4) The NTC performs a final evaluation in order to reach consensus among the various stakeholders and ensure coherence with the Programme's objective. The approved proposals are then submitted to the Steering Committee (SC) for approval;

5) The SC approves the financing of projects.

Projects are assigned for implementation to private as well as public institutions through an open and competitive market selection based on Kenyan procurement procedures.
